Land Development Engineering is a sub-specialty for Civil Engineering which involves the land use approval, project oversight, civil site design, and management of construction for the improvements needed for land development. The Land Development Engineer's primary roles involve hydrologic engineering, dealing with issues related to stormwater management such as drainage, flood protection and stormwater quality, and groundwater concerns related to the proposed construction. Earthwork, including review of geotechnical engineering reports, soil suitability, cut and fill calculations, earthwork grading, and pavement and foundation engineering for new structures, such as homes, buildings, and businesses and the required streets, sidewalks, signage, and other amenities. This may involve dealing with land use planners and related regulatory officials to obtain the required zoning, land development rights, permits, utilities, and conformance with building codes (i.e. setbacks, building heights, fire protection concerns.) Due diligence environmental site evaluations and property surveys are typically required as part of any land development project. Software tools and other calculations are required to properly design water resources needed for most land development projects. Computer aided drafting is the current standard for site layout and plan preparation. Plans, reports, and permits are typically required for stormwater, fire protection, potable water, sanitary sewer, irrigation, roadways, parking lots, utilities, lot grading, flood protection, foundation design, wetland conservation, and required open space calculations. These plan reports are usually required to be "signed and sealed" by the Land Development Engineer in responsible charge of the project plan submittal, with some exceptions, such as when other professional engineers are subcontracted for those specific reports or when larger land development engineering firms assign multiple professional engineers to design different infrastructure where they specialize. Plan sheets from licensed Landscape Architects are typically included for landscape design. Survey sheets from licensed Surveyors are typically required. Minimum submittal standards are usually set by the local regulatory agency responsible for permitting and inspecting the land developments in their jurisdiction. All plan sheets typically are required to be "signed and sealed" by their respective licensed professional who prepared the plans.
